feat(web): C1-D2 read-only status, preflight and ops surfaces - #113

Add read-only C1 status summaries and diagnostic counts, C2 per-node preflight reasons, C3 metric semantics, C4 ops overview and D2 topology navigation. Reuse existing Control read APIs; add two L2 pure helpers and fixed console asset routes. Record D1 load-baseline plan without running measurements. Local checks: npm test 1936 pass/153 database-conditional skips, test:web 166/166, typecheck, boundaries 952 files/18 tests, contracts:check, Go tests/build, UDP smoke 2/2, offline plan. No merge or release.
Record CI run 39374960189 and container run 39374960192 (both success) with per-job conclusions; mark C1-C4/D2 as Actions-passed and D1 as not executed. No merge, tag, release or image publication.

Summary
Adds source-only C1–D2 product surfaces on top of the accepted B foundation:
unknown; server still independently rejects.Two L2 pure helpers are added and classified;
forward-diagnostics.jsreceives the summary helper from the composition root to preserve its no-import leaf contract. Fixed console asset routes and theNativeControlConsoleAssetunion serve the new modules.Test plan
