[New Feature]: Remove dependency on cli tooling

There's a requirement for the install hook to have access to elasticsearch and also python3.9 pip and zip cli tools. I'd suggest it'd be better off if that could be taken care of in a pod or shipping a prebuilt zip rather than spawning local-exec stuff.
