Subject: [PATCH 1/3] ci: replace gsutil with gcloud storage (#84)

Google drops gsutil from the Google Cloud CLI after March 2027, and
setup-gcloud installs the latest CLI on every run. Switch the release
workflow to gcloud storage. -m is dropped because gcloud storage runs
in parallel by default, and the bucket wildcard is now quoted.
