`v1.16.1` release preparation

this patch addresses the performance of push

@bolshoytoster made meaningful improvements in #557 improving base performance around 6% for non-union and 73% for union

release preparation

1. produce the v1.16.0 => v1.16.1 changelog
2. create the tag and the release
3. make sure documentation builds

note: release date is the 13th this month

should get merged

to batch with:

• fix documentation build warning (unresolved link) #492

Is there anything else we want to push to v1? Does v1 need to be modularized?

I don't think it's worth modularizing v1 since we aren't going to add features or make massive changes, it'd largely by a waste of time without clear benefit

the only thing is #492, I'll implement it tomorrow morning
