Subject: [PATCH 2/2] ci: use 4 vCPU Blacksmith runners for quality gates and
 e2e

Quality Gates legs ran 9-14 min on 2 vCPU against a 15 min timeout, and
E2E would hit its 45 min timeout. Also update the Nix job comment to
name the Blacksmith runner.
