feat(ui): show reconcile progress (resuming N of M) on the work-queue recovery row

Parked from the v2.12.0 wave: PR #313's work-queue recovery row shows a generic subtitle; PR #312 added ops_done/ops_total to OrchestratorState::Recovering (surfaced globally as 'Recovering - resuming N of M uploads'). Wire the same two fields into the queue panel's recovery item subtitle - a one-line change in WorkQueueMenu/workQueue store once the Recovering payload is plumbed into the queue snapshot.
