I get many failed infos

hi,
Recently i'm tried to find a requirejs css plugin,and i get here!
But when i first tried in chrome ,it has many failed loads.
please see :

Simple test:

1889ms: Loading CSS file failed

Multiple test:

1876ms: Loaded two CSS files

Nested test:

1872ms: Loading CSS file one faild

Huge Body test:

2402ms: Loading CSS file failed

Cross Domain test:

1885ms: Loading CSS file failed

What version of Chrome are you using specifically and what OS?
It sounds like you might be running this by opening a file:// URL directly? Have you cloned the complete repository?

Of course I cloned all the project.
My environment is:
Win7 + Chrome 19.0.1041.0 dev-m + IIS 7
