Moving the throwing of `OrderAlreadyExistsError` into the `StoreBookingEngine`, as per https://github.com/openactive/OpenActive.Server.NET/pull/145#discussion_r1284583361, is a much better abstraction. It is a breaking change, however worthwhile if there are other breaking changes being released.
