Subject: [PATCH] Migrate to Obelisk 0.42.0-rc.12

Start flake.lock from the rc.12 graph and let Nix lock the consumer
obelisk input, then refresh dev-deps.txt. The audit against the 0.42
migration guide found no configuration or component changes needed:
generated WIT already matches and all deployments verify.
