Subject: [PATCH] Update CompatHelper workflow to check for Julia installation
 and streamline setup

This commit enhances the CompatHelper GitHub Actions workflow by adding steps to check if Julia is already available in the PATH and install it if necessary. It also includes steps to add the General registry and install CompatHelper before executing it, ensuring a smoother setup process.
