Subject: [PATCH] Add GitHub workflows for CompatHelper and TagBot

This commit introduces two new GitHub Actions workflows: CompatHelper, which automates compatibility updates on a schedule, and TagBot, which manages tagging based on issue comments and manual triggers. Both workflows are configured to run on Ubuntu and utilize GitHub tokens for authentication.
