contacts: add 48 missing state House of Representatives email lists
Fill out contacts/house.of.representatives/ with the lower-chamber (State House / Assembly / House of Delegates) email lists for the 48 states that were missing. Structure mirrors the existing folder: one flat file per state named <state>. Unified format: single-column CSV with an 'email' header, one representative address per line, sorted and de-duplicated. The original north.carolina file was left untouched (kept as-is, no header). Excludes Nebraska and DC (unicameral — no lower chamber / House). Source: public openstates/people dataset (https://github.com/openstates/people). Only members whose current role is the lower chamber (type: lower) were included, via each person's official 'email' field. Added a README documenting layout, format, exclusions, and source.

# House of Representatives — state lower-chamber contacts
2+
3+
Contact lists for the **lower chamber** (State House of Representatives /
4+
Assembly / House of Delegates) of the U.S. states.
5+
6+
## Layout
7+
8+
```
9+
house.of.representatives/
10+
<state.name> # one flat file per state (no extension)
11+
```
12+
13+
File names are **lowercase**, with spaces written as dots — e.g.
14+
`north.carolina`, `new.hampshire`.
15+
16+
## Unified format
17+
18+
Each state file is a single-column CSV:
19+
20+
```
21+
email
22+
23+
24+
...
25+
```
26+
27+
- Line 1 is the header `email`.
28+
- Each subsequent line is one representative's email address.
29+
- Addresses are sorted and de-duplicated.
30+
31+
> Note: the original `north.carolina` file predates this convention and is a
32+
> bare list without the `email` header; it was intentionally left unchanged.
33+
> States added in bulk use the unified header format above.
34+
35+
## Unicameral jurisdictions (excluded)
36+
37+
Two jurisdictions have no separate house / lower chamber and are therefore
38+
**not** included in this folder:
39+
40+
- **Nebraska** — a single nonpartisan unicameral legislature.
41+
- **District of Columbia** — a single Council (not a state; no House).
42+
43+
Their members appear under `../general.assembly/` instead.
44+
45+
## Source & attribution
46+
47+
Bulk-added lists were sourced from the public **Open States / Plural**
48+
`openstates/people` dataset. Only currently-serving members whose **current
49+
role is the lower chamber** (`type: lower`) were included, using each person's
50+
official `email` field.

54+
55+
Data is a point-in-time snapshot; rosters change with elections and vacancies,
56+
so refresh periodically from the source. Small shortfalls versus a chamber's
57+
full seat count reflect current vacancies or members without a listed email.
