V4: Rename Repo

The maproulette3 for a V4 is quite confusing. Github has great redirect support for renamed repos. I suggest to just rename maproulette3 to maproulette-frontend or similar to clarify the new setup.

Yep, I agree it's confusing and we're planning to do exactly this; just haven't gotten to it yet 🙂
