SBO should be allowed but not mandated (in my opinion). This is what we did for polymorphic. It’s probably worth enabling SBO in the implementation. We did this for polymorphic for a while but I dropped the second implementation as maintaining two added work and no clarity.

I agree with not mandating it. It's the precedent in the STL already and, as you say, for indirect and polymorphic as well.
