Use case: being able to choose between a devnet-like network or a mainnet-like one, in the case where an upgrade is already deployed on devnet but not on mainnet yet

Hello, here it would also be useful to just be able to run only the API & Explorer with an external network.

Eg: in the case of Sovereign Shards, one could easily setup an API & Explorer locally for debugging purposes.
