Subject: [PATCH] build(deps): Bump Python to 3.12.15 for Ubuntu 26.04 runners

actions/setup-python has no Ubuntu 26.04 build for Python 3.12.11, so
CI jobs on ubuntu-latest fail before running. 3.12.15 is the newest
3.12 release with a 26.04 build.
