CIRC not working unless Chrome window is open

I'm trying to launch CIRC as an individual app from the Applications Laucher on my Debian KDE laptop and although I click on the app, it shows a white blank page.

Steps to reproduce:

1. Open CIRC from Application launcher.

2. CIRC window appears.

Expected behavior:

The app would initialize itself and connect to IRC server

Actual Behavior:

A blank whie page inside the CIRC app window staring at your forever.

The CIRC app only works if Chrome window is running before your launch the app.
