Subject: [PATCH] Select plugin 0.8.13 in the catalog

0.8.13 says the service emits a Policy it cannot lower as a stub: the
rule denies and its relation scope raises NotImplementedError, and the
README's Behavior to write lists it. Production now runs that Compiler
(firstdraft/firstdraft 4ff78c87), so selecting 0.8.13 lets Claude Code
and Codex users install it.
