Update dependencies and refactor GeoIpClient constructor
Upgraded various NuGet packages across all projects, including Microsoft.AspNetCore, EntityFrameworkCore, Extensions, Quartz, Sentry, System.Drawing.Common, and SourceLink. Refactored GeoIpClient to use primary constructor syntax and moved XML docs to the class declaration. Updated test dependencies and removed an unused using directive.
