Subject: [PATCH] Add a basic Go CI workflow

Builds and tests on ubuntu-latest with the current stable Go, on every push
and pull request. Mirrors the workflow already used in anacrolix/missinggo.

go-version is "stable" rather than go-version-file: go.mod, because several
of these repos declare an old go directive that no longer reflects what
their code needs.

Verified green on the default branch before adding.
