I directly uploaded the project json to the Scratch API without ever loading the project into Scratch.
You can do that with scratchattach using:

import scratchattach as sa

pb = sa.read_sb3_file("path_to_file")

session = sa.login("username", "password")
project = session.connect_project("project_id")
project.set_body(pb)
