Please check if you're actually using the default settings, as the transcript export buttons are missing in the masthead. Reset the settings to default again and check that "Enable Transcript Exporter" is enabled. If they still don't appear, the script may be crashing because of a YouTube DOM change before it creates them.

Then check which transcript panel is being used, it should either be #panels ytd-engagement-panel-section-list-renderer[target-id="engagement-panel-searchable-transcript"] or #panels yt-section-list-renderer[data-target-id="PAmodern_transcript_view"].

To clarify, you're opening a video in a new tab or refreshing the page, then click on the transcript button and see the transcript. You then click on the comments button and still see the transcript panel while the comments are loading? I can't reproduce the issue, whether I'm using a new tab or navigating to different videos.
