Mousewheel should scroll dropdowns

I want to be able to scroll the emote dropdown so it selects the emote to what I want rapidly
Same with SFX dropdown, color dropdown, iniswaps dropdown, pos dropdown and effects dropdown

as a thing to watch out for: do not rapidly send messages to the server when scrolling dropdowns lmao that happened on AO before and it resulted in the server panicking and kicking you for scrolling the pos dropdown on tsuserver3
