DX-063: Add a print stylesheet for documentation pages

Context

Reference pages get printed and saved as PDFs, particularly the risk and terms
pages. Without a print stylesheet, the output is a navigation sidebar followed
by unreadable dark-theme code blocks.

Scope

• A print stylesheet hiding the sidebar, TOC, search, feedback control, and
  progress indicator, and expanding the content to the full page width.
• Force the light palette in print regardless of the active theme.
• Expand all tab panels and collapsed sections so nothing is silently omitted.
• Print link URLs after their text for internal links; avoid page breaks inside
  code blocks, callouts, and table rows.
• Print the page URL and last-updated date in a footer.

Acceptance criteria

• Printed output contains only content, in the light palette.
• Tabs and collapsed content are fully expanded.
• No page break splits a code block, callout, or table row.
• PDF exports of three representative pages attached to the PR.

Out of scope

• Generating a downloadable PDF of the whole site.
