I restart the same same as instructed on Issue 113 but same issue occur again.

Regarding filemin upgrade, first i removed old filemin then I install new filemin.

CentOS has SELinux on by default. Take a look at the logs, journalctl -xe |grep webmin

chown -R scasoft:scasoft scasoft
chmod 700 scasoft

scasoft folder, where your user's home originated belonged to root. So scasoft user was unable to do anything within that folder.
chown command set scasoft as owner and chmod 700 command gave him unrestricted permissions over that folder, revoking each others permissions.
That's the default practice about $HOME folders in Linux/UNIX.
