[FEA] Add option for col-major memory layout

A lot of existing code already has column-major layout. Many existing libraries take column-major layout. We should give the option to declare a tensor with that layout to allow further optimizations

Hi @MashrafeeAryan, this would likely be one of the most difficult PRs to implement. It affects nearly every file and has many, many corner cases. I think we're going to hold off implementing it until we have a use case.
