Subject: [PATCH] chore: MFP1-3083: Pin GitHub Actions runners to ubuntu-24.04

Replace ubuntu-22.04 and ubuntu-latest runner labels with ubuntu-24.04 so
jobs run on a pinned runner image rather than whatever ubuntu-latest resolves to.
