Enhance documentation and README, add CONTRIBUTING.md and other stuff

We need to update our README.md to include all components that we are planning to build.
We also need to add a CONTRIBUTING.md to explain others on how to participate in the project.

Part of this story is also to complete the design of the implementation and take some decisions on the tools that are going to be used
