Add Codacy CI workflow honoring in-repo lint config

Re-enables Codacy via the Codacy Analysis CLI action so it runs on push/PR
and respects codacy.yaml, pyproject.toml [tool.pylint]/[tool.bandit],
.prospector.yaml, .jshintrc and .remarkrc.yaml — suppressing the style-only
findings that were previously reported. Uploads SARIF to GitHub code scanning.
