Allow App Bot Identities to Send All Kick Emotes

Please allow app bot identities using type: "bot" to access and send all Kick emotes in chat messages. This would let developers support emotes in custom command responses. For example, a creator could configure !w to respond with several of their channel’s W emotes, and the bot would display those emotes correctly in chat.
