Flesh out board creator

Players should be able to create crazy configurations, e.g. only wood tiles on a board, the probability of tiles being a specific type of ressource etc.

Missing:

• Size
• Probability for generating each tile type (ex. players can create a wood-only map)
• Set initial resources for players (players can be rich/poor in the beginning of the game)
