Include prequisite software as (optional) external projects

Some people attempting to use GridPACK have had problems building prerequisite software. It's been suggested that "automatically" building some or all of the GridPACK dependencies might alleviate these problems.

GA can be built by GridPACK. The code is there to build Boost, but I've not tested it in some time. I don't know if we want to keep this issue around, but it definitely does not to be in the release.
