Subject: [PATCH] docs: adopt the fleet PR template as the org default

29 repos carried an identical repo-level template (Summary, Changes,
Testing, Checklist) that shadowed this default, so the default applied
almost nowhere. Make that template the default; the per-repo copies are
removed in each repo so this one applies org-wide.
