Subject: [PATCH 1/2] Add MIT license

Public repository with no LICENSE file is all-rights-reserved by default,
which is the opposite of what a public repo signals. MIT matches the org's
other public repos (3d_printing, invoicer, shiptrack, portfolio).

Subject: [PATCH 2/2] CI: run on merge_group so the queue can actually merge

The merge queue builds each PR on a gh-readonly-queue/main/* branch and waits
for the required checks to report there. ci.yml triggered only on push to main
and on pull_request, so nothing ran on the queue branch, Checks and E2E never
reported, and PR #4 sat at AWAITING_CHECKS. With the 60-minute check timeout it
would have been silently evicted.

Regression from the trigger tightening in a656dc5: that change removed the
catch-all 'push:' which had (accidentally) covered queue branches too.
