Can confirm this was a cause of a similar bug, which was related to grass replacing gravel in biomes that used it. I was running Neoforge 1.21.1

Same thing happens with BOP and Atmospheric. Some biomes spawning with grass instead of the blocks they are supposed to spawn with. Neoforge 1.21.1

Same issue on official Citadel 2.7.0-1.21.1 (NeoForge 1.21.1) with TerraBlender installed. Oh The Biomes We've Gone's shattered glacier biome generates with default ice instead of its black ice / packed black ice surface — the black ice never spawns at all. Removing Citadel restores it, tested on fresh worlds. Another biome to add to the BOP/Atmospheric/crimson reports above.

Worth noting TerraBlender being installed doesn't prevent it here. Looks like #224 addresses exactly this — any chance it'll make it into a release? Happy to provide a seed or logs.
